How to delete photos from iPhone but not from iCloud
Do photos stay in iCloud if deleted from iPhone?
iCloud Photos is not a backup of a set of photos on your iPhone. Instead, it’s a replica of your current photo library on your iPhone. If you delete from any location (iCloud Photos or your iPhone), the sync feature deletes the photo in the other location.
The only way to keep a photo on iPhone while you delete it from iCloud is to turn off automatic syncing. It won’t work if you turn iCloud Photos back on later.
So, check if iCloud Photo sync is enabled on your iPhone:
Open Settings from your iPhone home screen and press the button Apple ID with your name.
To select iCloud > Images.
Use the iCloud Photos toggle switch to turn syncing on or off.
To delete photos from iCloud without deleting them from iPhone, turn off sync by turning off the switch.
Now you can delete photos from iCloud without automatically deleting them from iPhone. Follow the same steps to turn off iCloud sync for any other Apple device.
When deleted, photos and videos are moved to the recently deleted folder in iCloud and iPhone. They will be permanently deleted after 30 days, allowing you to retrieve them if you change your mind. To permanently delete them before 30 days, go to the Recently Deleted folder and select delete all.

Understanding the “Optimize iPhone Storage” setting
Yes Optimize iPhone storage is on, all your full-resolution photos and videos are saved to iCloud, and only the most recent photos and videos are on iPhone. When iPhone runs out of storage space, it uploads full resolution pictures (and videos) to iCloud and replaces them with smaller versions on your iPhone.
If you delete something from iCloud Photos, make sure you have the Download and keep the originals selected option. Now your entire photo library will stay on your phone (if there’s enough free storage space) even when you turn off iCloud Photos and start deleting photos from the cloud.
